Budidaya rumput laut memberikan peluang usaha bagi petani atau nelayan yang berminat dan memanfaatkan lahan perairan laut untuk usaha tani rumput laut (Doty, 1985 dalam Parenrengi dkk, 2006). Rumput laut jenis Kappaphycus alvarezii biasa dipakai dalam dunia perdagangan nasional maupun internasional (Doty, 1985 dalam Parenrengi dkk, 2006). Tujuan dari penelitian ini adalah untuk mengetahui kondisi sosial ekonomi usaha budidaya rumput laut Kappaphycus alvarezii doty (doty) di Kecamatan Rote Barat Kabupaten Rote Ndao. Penelitian ini telah dilaksanakan selama dua bulan (Januari-Februari) tahun 2016 di tiga Desa Kecamatan Rote Barat Kabupaten Rote Ndao, yakni Desa Oenggaut, Desa Nemberala dan Desa Oelolot. Penelitian dilakukan menggunakan metode patok di tiga desa di pulau Rote yakni di Desa Nemberala sebanyak 220 orang, Desa Oenggaut 70 orang dan Desa Oelolot 140 orang. Kondisi sosial pembudidaya rumput laut pada ketiga desa yakni Desa Oenggaut, Desa Nemberala, dan Desa Oelolot dilihat dari segi umur pembudidaya rumput laut berada pada usia produktif muda yang mampu bekerja dengan baik. Pendidikan pembudidaya rumput laut sudah cukup baik dalam menunjang kegiatan usaha budidaya yaitu tingkat SD hingga SMA. Lama bekerja di ketiga desa tersebut yakni Desa Oelolot dan Desa Nemberala lebih berpengalaman dalam mengelola usaha budidaya rumput laut sedangkan Desa Oenggaut baru memulai usaha budidaya rumput laut. Jumlah tanggungan diketiga desa tersebut paling tinggi pada Desa Oenggaut dengan kisaran 1-5 orang sehingga ini merupakan tanggung jawab yang harus dipikul oleh pembudidaya rumput laut. Modal usaha yang paling tinggi adalah Desa Oenggaut sedangkan yang paling rendah adalah Desa Nemberala dan Desa Oelolot. Sedangkan pendapatan pada ketiga desa tersebut didasarkan pada jumlah tali yang paling banyak berada pada Desa Oenggaut dan paling sedikit berada pada Desa Oelolot. Usaha budidaya rumput laut di ketiga desa yakni Desa Oenggaut, Desa Nemberala dan Desa Oelolot menunjukkan B/C Rasio > 1 yang berarti usaha budidaya rumput laut pada ketiga desa ini layak untuk diteruskan. Nilai ROI pada ketiga desa berturut-turut Desa Oenggaut 1,45, Desa Nemberala 2,60 dan Desa Oelolot 2,64. Nilai ROI di ketiga desa tersebut menunjukkan bahwa usaha budidaya rumput laut menguntungkan dan layak dilaksanakan. Nilai BEP Produksi usaha budidaya rumput laut di ketiga desa berturut-turut Desa Oenggaut adalah 126,53 Kg dengan rata-rata BEP harga Rp. 2.979, Desa Nemberala 57,47 Kg dengan rata-rata BEP harga Rp. 1.886. Desa Oelolot 53,32 Kg dengan rata rata BEP Harga Rp. 1.849. Rata-rata BEP produksi di ketiga desa yakni 79,11 Kg dan BEP harga Rp. 2.238.

Seaweed cultivation given business opportunities for farmers or fishermen that want and use the land for farming marine of seaweed (Doty, 1985 in Parenrengi et al, 2006). Seaweed of Kappaphycus alvarezii species commonly usually is used in the world of national trade and international trade (Doty, 1985 in Parenrengi et al, 2006). Therefore Kappaphycus sp most widely cultivated by coastal communities because they contain is high carrageenan. The aim of this study is to know was the socio-economic conditions seaweed farming Kappaphycus alvarezii Doty (Doty) in District of west Rote of Rote Ndao regency. This research has been done during of 2 months (January-February) in 2016 years in 3 of village district of West Rote of Rote Ndao regency that is Oenggaut Village, Nemberala Village and Oelolot Village. This research is used the method of stakes in three villages tha became centers of cultivation seaweed in the Rote Island that is Nemberala Village with number of seaweed cultivators is 220 people, Oenggaut Village is 70 people of seaweed farmers and Oelolot Village is 140 farmers and conduct take of sampling. Social conditions of seaweed farmers in three villages that is Oenggaut village, Nemberala Village, and Oelolot Village terms of age seaweed cultivators that are young productive age who are able to work well. In terms of education seaweed cultivators are good enough to support farming activities that is elementary until highschool level. In terms of long worked of three villages namely Oelolot Village and Nemberala Village more experienced in managing seaweed farming village while oenggaut village just starting seaweed cultivation farming. Number of dependents of three villages are the highest in oenggaut village in range of 1-5 of people so that this is as responsibility that must be shouldered by seaweed cultivators as head of family. Economic conditions seaweed farmers in three villages is the capital and income. Venture capital is more highest is a Oenggaut Village while the lowest is Nemberala Village and Oelolot Village. While income of the three villages is based on the amount of rope that most there are in the Oenggaut Village and at least be in Oelolot Village. Seaweed farming in three villages namely Oenggaut Village, Nemberala Village and Oelolot Village showed B / C ratio> 1, which means of seaweed cultivation on the three villages for further improvement. value ROI on the third consecutive Oenggaut Village is 1.45, Nemberala Village is 2,60 and Oelolot Village is 2.64. Value ROI in three villages showed that seaweed farming is profitable and feasible. value BEP production of seaweed farming in the 3 that is Oenggaut Village was 126.53 Kg with an average BEP is Rp. 2979, Nemberala Village was 57.47 Kg with an average BEP is Rp. 1886. Oelolot Village was 53.32 Kg with an average BEP is Rp. 1.849. average BEP production in three villages that is 79,11 Kg and BEP is Rp 79.11. 2238.
